Besides Carothers and Richard Hall, the plant’s owner, state and federal officials have also focused on Facility Group, a Georgia consulting company that oversaw construction of the plant.
Attorney General Jim Hood filed a civil lawsuit against the company. Hood said he wants the company to pay $100 million to contractors who haven’t been paid. He also suspects the company may have inflated invoices.
